Rio's actions on Bougainville were so egregious that they sparked an uprising designed to close the mine. When the uprising succeeded, Rio and the PNG government brought troops in to reopen the mine. Rio provided transport for these troops. After initial unsuccessful efforts, the PNG government, as the agent of or co-venturer of Rio and with the support and encouragement of Rio, instituted a military blockade of the island that lasted for almost ten years. The purpose of the military blockade was to coerce the Bougainville people into surrender so that the mine could be reopened. Both Rio and PNG made enormous profits from the mine and were anxious for it to operate, notwithstanding the resistance of the island's people. The blockade prevented medicine, clothing and other essential items from reaching the people of Bougainville. Hospitals were forced to close, women died needlessly in childbirth and young children died from easily preventable diseases. Rio's top manager of the Bougainville mine encouraged continuation of the blockade for the purpose of `starving the bastards' out. This blockade directly caused the deaths of at least 10, 000 people between 1990 and 1997. According to the Red Cross, the blockade killed more than 2, 000 children in just its first two years of operation. By the time the war ended in 1999, 10% of the population of Bougainville, approximately 15, 000 civilians, were killed. The action alleges that Rio's conduct violated customary international law, including prohibitions against destruction of the right to life and health, and prohibitions against racial discrimination, and war crimes. Rio's conduct violated the settled standards for the protection of human rights and the environment recognized by customary international law and United States legal precedent. The plaintiffs seek redress under the federal Alien Tort Claims Act 28 U.S.C. 1350.
Basel, 18 August 1998 EU approval for CellCept in heart transplantation CellCept, a transplantation medicine developed by Roche, has received approval by the European Commission for the prevention of organ rejection in patients undergoing heart transplantation. Each year, about 2'000 heart transplants take place in the European Union alone. In February 1998, CellCept mycophenolate mofetil ; received approval in the United States for the same indication. CellCept is an immunosuppressant for use in combination with cyclosporine and corticosteroids for the prevention of organ rejection in patients undergoing heart or kidney transplantation. The approval for heart transplantation was based on results of a landmark clinical trial which showed that CellCept was safe and effective in heart transplantation. The 650-patient trial was the first prospective, double-blind, controlled study to examine the effects of immunosuppressants on acute rejection and survival in heart-transplant patients. Since 1995, CellCept has already been given to more than 50'000 patients undergoing kidney transplantation. Roche continues to make a strong commitment to improve the success rate of transplantation while enhancing the quality of life for the patient. Human factors guidelines typically specify ways that designs should consider the user. For many reasons, the user often is forgotten in the process of designing. Guidelines serve several functions, including a means to summarize human engineering data, to make general recommendations about design, and to specify design principles 84, 85 ; . A guideline may be derived from the design constraints of a class of problems, the available empirical information in a particular domain, specifications for user requirements, and expert judgment. Guidelines are checked so that applications do not omit important user requirements. A guideline is useful if the guideline solves a design problem. Guidelines have many properties that increase usability. To be useful, human factors guidelines must be well organized, readable, and applicable to design problems. A guideline that includes domain context, is accessible, and provides a foundation on which to extend a new design is likely to be more useful and usable 86, 87 ; . Pragmatically, guidelines are intended to help the designer or engineer find a solution quickly. The remainder of the path is left to the designer and design team. Expert judgment, if acquired, tends to take over when guidelines and user requirements are limited or unclear. Human factors design decisions are likely to include the expertise of the individual, the literature, and immediate colleagues to make real system decisions 88 ; . The role of design is to prove or confirm options that may make a product viable. Guidelines can serve to constrain a solution space and eliminate nonviable design path 89 ; . The prevalence of degenerated cells in the thickened intima of cholesterol-fed animals suggested that necrotic regions might become a focus for lesion development by attracting histiocytes or monocytes. We propose that cholesterol-rich necrotic products scavenged by macrophages incite the accumulation of cholesteryl ester and the formation of cholesteryl ester droplets. The feasibility of this hypothesis was tested with readily available materials, namely, lung macrophages and plasma membrane vesicles PMV ; released from dying cholesterol-rich and normal hepatocytes. PMV from cholesterol-rich hepatocytes contained 30-fold more cholesteryl ester than PMV from normal hepatocytes.
